its easy.

get big and small cupcakes made.
use white or yellowcake mix.

peel the paper off the cupcakes and then apply ur icing to the big cupcake before rolling the whole thing in shredded white coconut. do the same to the small and use icing to glue together.

the head is actually a Marshmallow. glue that. get a Reese pb cup for the hat. everything else is up to u.
